In his own inimitable ways, Mr. R.P. Shukla, has been playing his game with great dexterity not only in his last two years tenure at Saharanpur but even before that. Looking in restrospect, he has assiduously prepared the political playground for him as and when time comes for it. Developing a cult for himself, he is now the most well known face in Saharanpur and has endeared himself very well among the masses as well as among elites. Through his anti-encroachment drives - widening, cleaning, repairing, reconstructing, beautifying roads and streets of Saharanpur, he proved himself capable of tough decisions with the desire to deliver results. With each step he took, the public cheered him, welcomed and honoured him. When people learnt of his compassionate ways through stories painstakingly circulated through media, he started assuming a public image which was larger than life. Simultaneously, he entered the literary circles in Saharanpur and he emerged star there also. Who wouldn't want this affable person in his company? In addition to being a senior and honourable member of the coveted and exclusive IAS club, he is honest, idealist, tough work master, and still, a very compassionate and God-fearing person. As regards his other qualities, he is an empathic listener, an accomplished orator, actor, singer, poet, magician, memoir writer. He can sing, he can dance on stage ! Even the intelligentsia - people from the world of literature, art and culture were mesmerised with his masterly performances - bringing out books one after the other in quick succession ! Even though some of them might have joined his company to gain favours from him as a Commissioner, soon, the love and respect became genuine. "शुक्रिया सहारनपुर" पैंतीस वर्ष पूर्व पूर्वी उत्तर प्रदेश के गोरखपुर जनपद से अपनी राजकीय सेवा आरंभ करने वाले श्री आर.पी. शुक्ल आगामी ३१ अगस्त २००९ को पश्चिमी उत्तर प्रदेश के सहारनपुर जनपद में अपनी राजकीय सेवा को विदा कहने से पूर्व इस जनपद के बारे में क्या - क्या भावनायें रखते हैं, क्या अनुभव रहे उनके, किन-किन लोगों ने, घटनाओं ने उनको प्रभावित किया - यही है शुक्रिया सहारनपुर का कथानक। मनोरंजक, आत्मकथात्मक शैली में लिखी इस पुस्तक में सिर्फ कुछ घटनाओं, व्यक्तियों का ही वर्णन भर नहीं है अपितु यह श्रेष्ठ, आदर-सम्मान के योग्य व्यक्ति, एक सहृदय कवि, चितेरे के जीवन-संघर्ष की प्रेरणादायी गाथा है जिससे आप हर पल अनुप्राणित होते हैं, अभिभूत होते हैं, सीखते हैं कि देखो, यदि इंसान चाहे तो अकेले भी बहुत कुछ कर सकता है। श्री शुक्ल द्वारा मंडलायुक्त पद पर रहते हुए कराये गये कार्यों का भी जिक्र इस पुस्तक में उन्होंने किया है, पुस्तक के बैक कवर पर इस विकास कार्यों के चित्र भी सहेजे गये हैं किन्तु यह दास्तान भी हमें ’सूचित’ कम और ’उत्साहित व प्रेरित’ ज्यादा करती है। इस पुस्तक तक आते-आते संस्मरण लेखक के रूप में श्री शुक्ल स्वयं को भली प्रकार स्थापित कर चुके हैं; अब उनकी लेखनी ठिठकती नहीं, बहकती नहीं, एक सहज प्रवाह लिये चलती ही रहती है, इस तथ्य से भी साक्षात्कार इस पुस्तक के माध्यम से भली प्रकार होता है। सहारनपुर वासियों को तो यह पुस्तक भायेगी ही, पर मुझे विश्वास है कि जिस किसी व्यक्ति के भी हाथ में यह पुस्तक आयेगी, वह इसे आद्योपांत पढ़ना और फिर गुनना अवश्य चाहेगा।

disposal to attend to those activitities which are very close to my
heart. I am full of energy, full of ideas and full of
enthusiasm. I am not a spent man." saying these words
the soon-to-retire Commissioner of Saharanpur hinted at entering
politics in due course. In an earlier interview, he hadn't ruled out
the possibility of entering politics in his reply "Politics is
good. It is only that some people who have given it a bad
name. I haven't thought of entering politics after my
retirement but the idea is not bad. It is worth considering.
A person gets more power in his hands to do much more good for the
society."
